Meetings of the Joint Committee. 7.1 The first meeting of the Joint Committee shall be convened by the Clerk. 7.2 The Joint Committee shall hold an Annual Meeting before the end of June in each year. 7.3 Other than the Annual Meeting, meetings shall be held at such places and on such dates and at such times as the Joint Committee may decide from time to time save that meetings shall be held not less than quarterly. 7.4 Ordinary meetings and Annual Meetings of the Joint Committee shall be convened by the Clerk who shall deliver notice thereof to each member at least five clear days before the date of the meeting. 7.5 With the notice referred to in paragraph 7.4 the Clerk shall send a copy of the agenda for the meeting which shall include: - provision for the declaration of personal and prejudicial interests by Members for the purposes of the Code of Conduct issued under Section 50 Local Government Xxx 0000. - all items of business which have been, or are deemed to have been, referred to the Joint Committee by a Council resolution of either Authority. - all reports submitted by any officer of either Authority; and - any item of business directed to be included by the person appointed to preside at the meeting. 7.6 A quorum of four members must be present to constitute a meeting Provided that there is at least one member present from each Authority. 7.7 The Chair and two members of the Joint Committee may at any time by notice specifying the business to be transacted and sent to the Clerk require a Special Meeting of the Joint Committee to be convened and the Clerk shall accordingly convene a special meeting which shall be held within thirty clear days of receipt by the Clerk of the said notice. 7.8 The Clerk shall give Members of the Joint Committee at least five clear days notice of the Special Meeting and such notice shall specify the business proposed to be transacted. 7.9 No business shall be transacted at a Special Meeting other than that specified in the notice sent to the Clerk and referred to in paragraph 7.7 above.
Meetings of the Joint Committee. J1. The Joint Committee shall in every year hold an annual meeting with the first meeting held after 31st May in any year being the annual meeting. At the annual meeting, ordinary meetings shall be scheduled for the ensuing year.

This does not preclude other meetings being held throughout the year as required. 5.3.2 At each Annual General Meeting the Committee shall determine and approve the programme of meetings to take place over the following year. 5.3.3 The Chairman may call other meetings as necessary in addition to those set out in the schedule of meetings approved at the relevant Annual General Meeting provided each Partner Authority approves the date and time of any such additional meetings. 5.3.4 The Chairman may cancel / rearrange a meeting if there is insufficient business to justify this being held or if other circumstances make it appropriate for this to be held at a different date/time, provided each Partner Authority agrees to the cancellation of any meeting and approves the date and time of any rearranged meeting. 5.3.5 The first meeting of the Committee on or after 1 June in any year shall be the Annual General Meeting at which the Chairman, Vice-Chairman and any Sub-Committee s of the Committee shall be appointed, but nothing in this paragraph prevents the Committee establishing a Sub- Committee at any other time. 5.3.6 The Committee shall appoint the posts of Chairman and Vice-Chairman of the Committee each year at the Annual General Meeting. 5.3.7 The quorum for a valid meeting of the Committee shall be three. 5.3.8 The chair of the Committee will be alternated between both Partner Authorities. The Vice Chairman of the Joint Committee shall unless he or she resigns or becomes disqualified hold office immediately after the election of the Chairman of the Joint Committee at the next meeting of the Joint Committee. 5.6 If there is equality of votes as the appointment of Chair and Vice Chair then the Chairman for the time being of that meeting shall have a second or casting vote.

The Joint Committee shall thereafter meet at intervals agreed by the Joint Committee but at least once in every Financial Year and 9.3.2 the first meeting of the Joint Committee in any Financial Year shall take place before 30th September in that year 9.3.3 the time and venue for meetings of the Joint Committee shall be determined by the Chairman. 9.3.4 the provisions of paragraph 3 of Part 1 of Schedule 12 to the 1972 Act (calling of extraordinary meetings) shall apply to this Agreement subject to the variation that references to “five members” in that paragraph shall be construed as references to “ Four Authorities”
Meetings of the Joint Committee. Meetings of the Joint Committee shall be held in public unless the Joint Committee resolves that it would not be in the public interest to permit members of the public to attend a meeting or part of a meeting.
