Departmental Seniority: Departmental seniority is defined as the length of employment within the employee's current department.
Insofar as choice of vacation period lies with the employee, Departmental Seniority shall determine the order of choice.
Where the ability of employees under consideration is substantially equal, the employee having the greatest Departmental Seniority will be the one promoted, and if Departmental Seniority is equal, Local Union Seniority shall govern.
