Job Postings. (a) When a vacancy occurs or a new position is created inside the bargaining unit, the Employer shall notify the Union in writing and post notice of the position in the Employer’s offices, and on all bulletin boards and Union binders, within seven (7) days of the vacancy or of the new position being established, for a minimum of fourteen (14) calendar days, so that all members will know about the vacancy or new position.
(b) The Employer shall not advertise outside the agency for any position until the end of seven (7) calendar days’ internal posting.

Job Postings. The employee may apply for a job posting at either home based on their seniority at the designated employer. The vacancy will be filled in accordance with Article 9 of the collective agreement. Where seniority is the deciding factor the most senior candidate will be selected regardless of which home her/his seniority was accumulated.

If the location of a posted position is subsequently changed before an appointment to the position has been made, the posting will be withdrawn and a revised posting will be issued. The foregoing does not apply to positions within the Quebec Region. Job postings for the Quebec Region will be posted in the Quebec Region and will be sent to other employees who may qualify as to language requirements.
(b) Providing sufficient notice of an impending vacancy has been received, a posting will be issued up to six (6) months prior to the position becoming vacant and every effort will be made to post the impending vacancy no later than three (3) months prior to the position becoming vacant. Where an employee gives notice of his/her intent to retire at the completion of a leave of absence or vacation scheduled to end on a date coincident with his/her intended retirement date, he/she will be requested to sign a termination agreement which will then allow the Employer to fill the impending vacancy, on a permanent basis, prior to the incumbent’s effective date of retirement. The vacancy will only be filled prior to the date of retirement where the termination agreement has been signed by the employee.
(c) When the Employer can reasonably expect a newly-created temporary position or a temporary vacancy within the CSU bargaining unit to last longer than twelve (12) months, the Employer will temporarily fill the vacancy through the posting procedure. Temporary vacancies in the CSU bargaining unit, which the Employer can reasonably expect to last longer than twelve (12) months due to sick leave or other authorized leave of absence, will also be filled temporarily through the posting procedure. In the event the said vacancy is temporarily filled by an existing employee through the posting procedure, the Employer is not responsible for said employee's moving costs and is responsible for his/her accommodation costs only to the following extent:
(i) For the first thirty (30) days, payment of 100% of hotel room, single occupancy, plus payment of the in-town meal allowance.

Job Postings. (a) Every three months the Company will post for five (5) working days those jobs for which it expects openings to occur, other than on a temporary basis, during the three month period. Employees may submit requests on a Company supplied form to fill expected openings during the particular three month period. When openings occur, and after the provisions outlined in 13.2(a) above have been exhausted, employees with seniority who have submitted a request for the particular job will be given consideration. Employees will be selected in accordance with the principle of seniority as defined in Section 13.1. If a vacancy occurs which was not posted as outlined above, the Company will create a special posting that will remain open for five (5) working days and will select a candidate in accordance with the provisions of this section from among those employees who bid for the special posting. The Company will e-mail the names of the successful candidates to all bargaining unit employees. The Company will forward to the Union a copy of all job postings, a list of all applicants and qualified applicants as soon as available and a list of successful applicants following notification to these employees. The Union shall post the names of the successful candidates. The Company will forward to the employee a receipt at the time of application, a letter of notification to the employee regarding whether or not they were successful and, upon request, notification of whether or not they have passed any required tests. Nothing in this provision, however, will prevent the Company from offering either employees involved in a surplus a lateral or downgrade reclassification in lieu of layoff or employees returning to the bargaining unit to a job classification previously held prior to posting. The Company may, at times, determine a need for a term job assignment. The Company may post a term job following the same procedure as listed above but the vesting provisions outlined in section 13.3(c) will not apply in these circumstances. Term assignments will not extend beyond six (6) months of the date of appointment. The term may be ended by the Company prior to the posted end date. Job Postings. 20.01 Vacancies in the jobs listed 19.01 will be filled in accordance with the provisions of this Article.
20.02 Postings for permanent/temporary vacancies, will contain the job classification, the department, the work schedule (days of the week), the shift (day, afternoon, night), the posting code, the date posted and the date of posting closure. The vacant job shall be posted for seven (7) calendar days on the bulletins board in order to allow bargaining unit employees to apply. Selection of the successful candidate will be by bargaining unit seniority provided the employee has the skills and qualifications or can be trained within a reasonable period of time to fulfill all the requirements of the job. Part-time employees will be considered on the same criteria if there is no successful full-time candidate. The posting will go up on Mondays and will be taken down on the following Monday (excluding holidays).
20.03 A permanent vacancy is defined as any newly created position, or any existing position, that has been vacated and is still required by the company.
20.04 Employees who wish to bid on the job must submit their bid in writing, quoting the posting code within the seven (7) calendar-posting period. The written application will be in triplicate; one for the employee, one for Human Resources box and one for the Union Chairperson box. If the employee does not insert a copy of the application in the Human Resources and Union boxes, the bid for the job will be void. Employees bidding on two (2) or more jobs must submit their bids in order of preference on a single sheet. If an error occurs on the posting the whole posting will come down and be re- posted, the following Monday.
20.05 An employee who has submitted a bid may retract it in writing within the seven (7) calendar day posting period. To retract, the employee must complete a new application form with the job code they want to retract from and write, “void” on it. In exceptional circumstances, it may be mutually agreed by both the Company and the Union, to allow the successful candidate to retract their bid after the job posting has closed. This will be evaluated on a case-by-case basis. The employee will not be entitled to post for another vacancy for a period of three (3) months.
20.06 The successful candidate must be physically able to report to the posted job within thirty (30) calendar days excluding jury duty and approved vacation from the date the successful candidate is posted on the bull...
Job Postings. 16.01 Procedures for bids are spelled out in Appendix “B” herein.
16.02 When there are shift vacancies available a notice of such vacancies will be posted as far in advance as possible but under no circumstances less than seven (7) days. The deadline date for acceptance of applications will be no less than seven days after the posting. Seniority shall prevail provided the employee has the necessary qualifications posted for the vacancy. The same practice will apply with regards to filling training vacancies when training classes are scheduled. If an employee fails a particular training course, said employee will be restricted from re-applying for the same training course for a period of one year. Shift vacancies that occur because of employees exercising their rights under this clause will only be back-filled twice.
16.03 When there is a requirement for Team Leaders (TLs), the Company will post these positions as per Article 16.02 herein. Employees must pass the necessary testing and meet the required criteria in order to qualify for Team Leader (TL) positions. New Team Leaders (TLs) will serve a ninety (90) day trial period in their new position. During this period, if he/she proves to be unsatisfactory for the position, or if the employee wishes not to accept such position, he/she shall be returned to their previous classification. In the event a Team Leader (TL) resigns the position after having successfully bid the position he will be placed on a schedule to be determined by the Company until such time as the next scheduled shift bid takes place. All resignations shall be in writing and must be submitted a minimum of thirty (30) days prior to the resignation becoming effective. Any employee who has resigned as a Team Leader (TL) may be required to fill the position on a temporary basis until the position is filled again through posting. If an employee fails a particular training course, said employee will be restricted from re- applying for the same training course for a period of one (1) year.
Job Postings. The following procedures shall apply when vacancies occur or when the position status changes. (i.e.) part-time, full-time, regular, seasonal, fixed-term, or leave replacement).
a. Job vacancies will be filled with qualified applicants having regard to the necessary job-related knowledge, (Article 3.11), skills, seniority and abilities for the position as prime consideration. A deficiency in job-related knowledge shall not, by itself, eliminate a qualified applicant from consideration. Where qualifications are considered to be relatively equal by the College, the position will be awarded to the senior applicant within the bargaining unit. All job vacancies (except recalls from lay-offs) where the anticipated term of employment is greater than three (3) months shall be posted on the College's bulletin boards for a minimum period of six (6) working days. The appearance of the advertisements outside the College, should the College deem outside advertising advisable, shall not be in advance of an internal posting. When a job in a given department is vacant, the job has been posted, and not more than ninety (90) days has elapsed since the closing date of the posting, it is not necessary for the College to re-post. Selection may be made from the previous or last posting at the discretion of the College.
b. A copy of the job posting notice shall be sent to the Union. The notice shall identify the duties and responsibilities of the position, the salary band and pay rate.
c. An employee who applies for a posted position and who has completed his/her probationary period shall be granted an interview. The Union agrees that the granting of an interview does not necessarily mean the applicant has the skill, ability and knowledge to do the particular job. Participation in the interview process may be for career development purposes only.
d. Members in the bargaining unit may participate in the selection process, but they shall not be involved in the selection decision for support staff positions.

(c) Prior to posting a regular part-time position consisting of hours that are less than required for benefits as per Article 27 (Health and Welfare Benefits), the additional hours will be offered by seniority to regular employees who have the qualifications and work within the programme/worksite (see local issues agreement) in which the hours are available. Where the assignment does not conflict with an employee's regular schedule, the hours will form part of their ongoing regularly scheduled hours.

The Employer may, in its discretion, conduct an External Job Posting (i.e., one which includes employee and non-employee or outside applicants) in the event there are fewer than seven (7) internal applicants who meet the stated minimum Job Posting requirements for positions below grade level seven (7) or fewer than ten (10) such internal applicants for all other positions. In such cases, all internal qualified applicants shall be permitted to take the required examination and in all cases, the Employer may advertise an open position internally and externally simultaneously and a maximum of seven (7) outside applicants may be tested. For purposes of this article, applicants from the Minneapolis Library Board, the Minneapolis Board of Education and the Minneapolis Park and Recreation Board shall be considered as "outside" applicants.
